Pakistan Railway announced WiFi internet for their passengers

Pakistan Railway announced to install wifi internet system for their passengers. Although it's not clear how they will provide broadband internet through WiFi in "running" train. Its possible on 3G , yet there is no 3G infra structure available in Pakistan, this seem unrealistic.
